Unroll crust and center on oven pie plate. With palm press on crust on bottom and edge. With fingertips pinch and form crust edge around the pie plate. With a fork, press many holes into side and bottom of crust.
Add and evenly divide the items on top of the crust in the following order: green onions, red onions, and bell pepper. Scatter tuna and break up any large pieces. Scatter cheddar cheese on top of tuna. Grind 6 turns of peppercorns over mixture.
In mixing bowl, add eggs, cream, salt, chipotle chili powder and blend. Sprinkle cayenne.
Bake for 350 degrees until golden brown for 35-40 minutes.
